RPL

  • Background

The Zanzibar Development vision 2050 among other things set skills development through work base learning as among priority to its people with a strategic direction on promoting a happy and stable society bolstered by social wellbeing, peaceful coexistence, and decent employment, focusing on protecting vulnerable groups.

Recognition of Prior learning (RPL) is a process of identifying, documenting, assessing and certifying formal, non-formal and informal learning outcomes against standards used in formal education and training (ILO, RPL Guideline, 2018). Through RPL process the target beneficiaries has an equal opportunity to access and their skill be certified regardless of how, when, and where the learning has occurred.

RPL started in Zanzibar in May 2019 supported by ILO as a pilot. Five technical fields/occupations were proposed and implemented. Those occupations were masonry and brick laying; welding and fabrication; motor vehicle mechanics; tailoring; plumbing and pipe fitting. A total of 172 (34 females and 138 male candidates assessed in 2020. The process has continued under the Government management up to now 2024. The registration and pre assessment process were conducted through manual process hence the need to support the Vocational Training Authority of Zanzibar (VTA) to adopt the online registration system of RPL is an among its priority so that to reach many people within a short time and in effective manner. Zanzibar Development Plan 2021-2026 (ZADEP) acknowledges the role of human capital development as a necessary vessel to achieve sustainable development. This activity is also contributing to Decent Work Country Programme -DWCP, TZA 103 and ILO P&B output 3.2 for the year 2024/2025 on Increasing capacity of Member States to develop inclusive, sustainable and resilient skills and lifelong learning systems

In this context, The International Labour Organisation (ILO), with support from the NORAD under the Global Programme on Skills and Lifelong Learning decided to outsource the tasks of developing online registration system and pre-assessment for Recognition of Prior Learning – RPL candidates for VTA in Zanzibar.

Objective:

The objective of this assignment is to develop an Online RPL registration system1 for Recognition of Prior Learning – RPL candidates for VTA in Zanzibar.

Scope of the Tasks and Methodology

The Company is therefore expected to work with speed and standard to Develop an Online registration system and pre-assessment for Recognition of Prior Learning – RPL candidates for VTA in Zanzibar.

Interested company is expected to carry out the following tasks

  1. Study the RPL process as contained in the VTA RPL guidelines and understand the registration process, self-declaration of competencies

  2. Study the existing VTA student management system to identify synergies /complementarities with the proposed online RPL registration system

  3. Hold interviews with key RPL stakeholders (potential RPL candidates, Assessors, moderators, and administrators) to get user requirements to inform the development the most user-friendly systems that contain all the desired functionalities, security features etc

Preliminary basic requirements include

  • The Online RPL registration system will be hosted in the existing VTA online student management system

  • The system will cater to all the requirements as prescribed by the RPL registration guidelines

    • Biodata, place of work, experience, and any prior training

    • The description of what the candidates can do in each module (filling in the competency declaration form)

  • The system should develop easy to access registration platform that can be edited, saved, and registration resumed or deleted etc

 
  • Requirements/Qualifications

The desired company will have the following competencies,

  • Proven experience and capacity in developing online platforms and systems

  • A minimum of 4 years’ experience in offering digital services to reputable private and organizations and government institutions.

  • Organizations Understanding of learning management systems and or information management systems of training institutions will be an asset
